BOARD OF ALDERMEN MEETING MINUTES
March 10, 2014
The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert at 7:00pm at 132 East Broadway New Franklin Missouri. Present were as follows:

After the Pledge of Allegiance and a moment of silence, roll was taken by the City Clerk and a quorum with five of six Aldermen present was established.
Mr. Larry Kempf told the Board he still wants to construct additional storage units on S Missouri Street. He wants to work with the Historical Society and the City.
City Attorney Robinson stopped the discussion, advising the Board the Kempf’s attorney had contacted him on three separate occasions and any further discussion must be between the attorneys only.
MINUTES AND BILLS
Alderman Banks moved to approve the Minutes of February 10, 2014. Alderman McGee seconded the motion. Five voting aye. Motion carried.
Alderman Thornton moved to approve the Minutes of March 3, 2014. Alderman Thompson seconded the motion. Five voting aye. Motion carried.
Alderman Thompson moved to approve the bills for March 10, 2014. Alderman Thornton seconded the motion. Five voting aye. Motion carried.
USDA-RD GRANT/LOAN APPLICATION
Alderman Thornton moved to form a nonprofit corporation to make application with the USDA for the purchase of city services equipment. Alderman Banks seconded the motion. Five voting aye. Motion carried.
PERSONNEL MANUAL REVIEW & UPDATE
A work session will be held April 14, at 6:00 pm to begin reviewing the Personnel Manual.
It was agreed by all members of the Board the Mayor should send a letter/e-mail asking the Governor to Veto SB650 – Modifies provisions relating to wireless communications infrastructure deployment.
SOUTH HOWARD COUNTY HISTORICAL SOCIETY
Wine Walk March 22, 2014 from 4 – 6 pm
POLICE DEPARTMENT REPORT
The Crown Vic was involved in a backing accident on February 26. An individual backed into the patrol car from a parking spot at the senior center. No damage to the patrol car.
There have been numerous break-ins and thefts and vandalism in the last two weeks in New Franklin and Boonville. The Police Department is asking to reinstate the Neighborhood Watch Program. If citizens are interested they should contact the Police Department.
CITY SERVICES REPORT
Mr. Koenig reviewed new estimates from numerous vendors for a new mower.
Alderman Thornton moved to discontinue the addition of fluoride to the water system. Alderman Thompson seconded the motion. Five voting aye. Motion carried.
Mr. Koenig will use Correctional Center work release individuals to fill potholes and clean curbs and gutters next week.
