BOARD OF ALDERMEN WORK SESSION

6:30 – 7: PM MONDAY FEBRUARY 11, 2013

To do the repairs necessary and establish an annual maintenance plan for the elevated water storage tank, Mr. Mays offered various plans ranging from 3 years to 7 years, with and without a mixer.  For the next regular meeting, Mr. Mays was asked to prepare  5, 6, & 7 year plans with and without the mixer.

FEBRUARY 11, 2013

The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert Monday FEBRUARY 11, 2013 at 132 E Broadway New Franklin Missouri at 7:05 pm.  Present were as follows:

Absent:  Alderwoman Ward I Carolyn Heilman, Alderman Ward III Michael McGee, Chief of Police David Wells.

Alderman Thompson moved to approve the agenda as amended by the City Administrator.  Alderman James seconded the motion.  Four voting aye.  Motion carried.

Kirk Biere and Jason Monnig approached the Board with a request to consider a monetary contribution or pledge to the Howard Couny Economic Development Council as they strive to reach a goal of $80,000 per year for the next three years to participate in the Moberly Area Economic Development Corporation.

Alderman Banks moved to approve the Minutes of January 14, 2013.  Alderman Thompson seconded the motion.  Four voting aye.  Motion carried.

Alderman Thornton moved to approve the Bills for February 11, 2013.  Alderman Banks seconded the motion.  Five voting aye.  Motion carried.

Alderman Banks moved to authorize the City Clerk to attend the MOCCFOA Spring Institute in March in Columbia, MO for $280.00 plus mileage.  Alderman Thornton seconded the motion.  Four voting aye.  Motion carried.

The Board will ask the Park Committee to organize a tree give away for Arbor Day in April.

After discussion, Alderman Thornton moved to authorize Alderman Thompson and Mayor Thornton to look at a 2002 Silverado truck in Des Moines, IA and purchase for no more than $13,500.00.  Alderman James seconded the motion.  Four voting aye.  Motion carried.

Alderman Thornton moved to authorize the Mayor to sign a 90 day loan with the Exchange Bank for no more than $11,000 toward the purchase of a patrol car; and loan to be repaid when the city receives 2013 gaming funds from the City of Boonville.  Alderman Banks seconded the motion.  Four voting aye.  Motion carried.

Alderman Thompson authorized the City Clerk to change the name of the 1999 Depreciation Savings Account to the 2012 Depreciation Savings Account at the Exchange Bank New Franklin.  Alderman Banks seconded the motion.  Four voting aye.  Motion carried.

Alderman Thornton moved to authorize the City to accept donation from the Cooper County Health Improvement Corporation of a desk, electric typewriter, paper shredder and six chairs.  Alderman James seconded the motion.  Four voting aye.  Motion carried.

City Services Dept – The backhoe needs repairs, axle bearing.  It will be taken to Mr. DeWall.  Two, 2” meters for the New Franklin Schools will be installed during the next school break when classes are not in session.  It was discussed and agreed that the remaining meters that need to be changed out will be done so on a monthly schedule over the next 12 months.

The well pump on well #4 is building up with iron, decreasing water produced per hour.  Mr. Koenig is discussing options and prices with Flynn Well Drilling, and will report back to the Board.

The animal shelter is near completion.  It should be finished this week.

Alderman Thornton moved to adjourn to closed session, pursuant to Chapter 610.021 (3) Personnel.  Alderman Thompson seconded the motion.
