WORK SESSION OF THE BOARD OF ALDERMEN
April 14, 2014 6:00pm

Present were as follows:

City Administrator/City Clerk Patricia Cunningham

Members of the board began review of the personnel manual. Revisions, deletions, and additions to portions of the manual were suggested and will be considered for approval at a later date.

The work session closed at 6:45pm

 

BOARD OF ALDERMEN MEETING MINUTES
April 14, 2014
The regular meeting of the New Franklin Board of Aldermen was called to order by Mayor C Frank Frevert at 7:05pm at 132 East Broadway New Franklin Missouri. Present were as follows:

After the Pledge of Allegiance and a moment of silence, roll was taken by the City Clerk and a quorum of six Aldermen present was established.

Alderwoman Heilman moved to approve the Minutes of March 10, 2014. Alderman Thompson seconded the motion. Six voting aye. Motion carried.

Alderman McGee moved to adjourn. Alderman Thornton seconded the motion. Six voting aye. Meeting adjourned.

PUBLIC PARTICIPATION

NEW FRANKLIN MUNICIPAL COURT – CHANGE TO PAPERLESS

Circuit Court Judge/New Franklin Municipal Judge Mason Gebhardt addressed the Board as a reminder beginning in August of this year the conversion to a paperless court will begin. Monies for fines will be accepted in the Fayette Judge’s office and not in New Franklin beginning in August. Municipal Court will still be held in New Franklin. It must be decided by the Board of Aldermen if Municipal Court will continue to be held in New Franklin beginning in December or move to the Circuit Court in Fayette. If moving, a baliff from New Franklin must be provided. Municipal Court will still be held one Thursday a month at 9:00am.

After discussion and consideration Alderman Thompson moved to authorize New Franklin Municipal Court to be held in the Circuit Court of Howard County, Fayette, MO one Thursday of each month, the date to be set by the Circuit Court Judge. Alderman Thornton seconded the motion. Six voting aye. Motion carried.

ANIMAL SHELTER – ADOPTION POLICY

Kim Thompson asked the Board to consider a pet adoption policy. Volunteers have offered to assume the adoption paperwork duties. The Board agreed to do some responsibilities’ research and put further discussion on the May meeting agenda.

APPOINTMENT OF PRESIDENT OF THE BOARD (FORMERLY MAYOR-PRO-TEM)

Mayor Frevert offered Michael McGee as President of the Board. Alderman Thornton moved to accept the Mayors recommendation. Alderman James seconded the motion. Six voting aye. Motion carried.

NEW BUSINESS

The Municipal Property Corporation will hold a special meeting to discuss equipment needed by city services that can be funded through a USDA-RD grant and/or loan. The date is unknown at this time.

Mayor Frevert asked the Board if all property owners surrounding the proposed re-location of the caboose on the Katy Trail State Park should be notified they may not be able to expand on their property without going before the Board of Aldermen. After much discussion, the general consensus was a property owner could expand without coming to the Board as long as they complied with all the appropriate zoning ordinances.

Aldermen Thompson offered to get estimates on the resurfacing of downtown E Broadway.

BILLS

Alderman Banks moved to approve the Bills for April 14 2014. Alderman Thornton seconded the motion. Six voting aye. Motion carried.
Alderman Thornton moved to approve the transfer of funds from savings to pay Mid State Buildings for services during a major water main break in the amount of $3737.25. Alderman Beaman seconded the motion. Six voting aye. Motion carried.

CITY SERVICES REPORT

Mr. Koenig reported he is working with a crew of two inmates on Tuesdays, Wednesdays and Thursdays cleaning curbs, gutters, and drainage ditches; and waiting on USDA funding for hopefully mowing equipment.

POLICE DEPARTMENT REPORT

Nothing to report.

NEXT REGULAR MEETING OF THE BOARD MAY 12, 2014

Alderman McGee moved to adjourn to a closed session pursuant to Chapter 610.021 (1) litigation and (3) personnel of RsMO. Seconded by Alderman Thornton.
